The participants of the conference expressed concern about the problem of preserving the equality of religious associations. The authors of the document believe that at the present time in church-state relations "there is still a selectivity that has not been outlived, preventing the realization of the social potential of Protestant churches and missions in Russia." This is contrary to Russian law and increases religious strife, which can lead to a split in society.

The participants of the conference consider "it is necessary to direct all the efforts of representatives of the religious community, the journalistic community and power structures to eliminate such phenomena and build positive state-confessional and inter-confessional relations."
