The public outcry of the materials published by the “Pskov Governorate” “CJSC “Pskov Region”1 and “Management Company”2 continues.
Many have noticed that the second owner of Ceramics ST LLC, which plays a key role in the property management system of the largest enterprises, is Igor Beley, a resident of Velikie Luki.
The other day we received an appeal from several readers at once with a request to tell us more about who this person was, who was entrusted "to be in the control center."
According to the information at our disposal, Mr. Beley's parents come from Velikiye Luki, while Igor Viktorovich himself was born in 1963 in Kokchetav (Kazakhstan). After the family returned to the city on Lovati, he entered the Velikoluksky Construction College, which he graduated in 1982 together with Evgeny Mikhailov, receiving the specialty of a “builder”. Then, in the early 1980s, the paths of Beley and Mikhailov crossed for the first time.
After military service (1982-1984), in 1989, Igor Beley received a diploma of higher education (economist) at the Velikoluksky Agricultural Institute.
The first significant position of I. Beley was the work of the deputy chief physician of the Velikoluksky central city hospital, then (after 1992) he held the positions of an economist at the Mikron plant and an engineer-economist at the city power grid enterprise.
In 1997, after E. Mikhailov came to power in the Pskov region, he took the especially trusted position of the head of the permanent representative office of the State Unitary Enterprise Pskovalko in Velikiye Luki, and was an assistant to a deputy of the State Duma of the Russian Federation from the LDPR faction.
In 1998, Igor Beley tried his hand at the public political arena, announced his participation in the election of a deputy of the regional Assembly, but left the race before voting.
Noteworthy is an excerpt from the propaganda material of Igor Beley, published in the newspaper "Russian West" in February 1998 under the eloquent headline "The vodka mafia is outlawed!" What does he lack of work? It is not that simple. The situation in the region is difficult, and in the corridors of power in Pskov it is even more difficult. I am convinced that if there are more people in the Assembly of Deputies who are ready to provide real support to our governor, the entire population of the region will only benefit.” The agitation ended with an optimistic slogan: “Your problems are the concerns of your deputy!”.
After 1998, entrepreneur Igor Beley did not conduct public political activity. Perhaps his partners and patrons decided not to highlight the person who took such a principled place in a key enterprise next to Mikhail Gavunas.
