On June 10, 2004, a protest rally near the building of the regional administration was held at the initiative of the Chechen-Ingush diaspora of the city of Samara. According to the organizers of the manifestation, people were forced to take this step by mass, arbitrary detentions of Chechens, practiced solely on a national basis by the law enforcement agencies of the city of Samara after the terrorist attack on the Kirov market on June 4, 2004. The rally, which brought together about four hundred people, was not authorized by the authorities, but law enforcement agencies did not take action to disperse it.
The rally participants wrote an open letter to the President of the Russian Federation.
* "We, who gathered at the rally, residents of various nationalities, made the following decision:
demand from the provincial authorities the strict implementation of the laws of our country and the Constitution;
clearly and strictly follow the line determined by the President of Russia V.V. Putin in terms of the national question;
to take control over the work of law enforcement agencies in terms of their observance of the Constitutional rights of citizens,"* the resolution of the rally stated.
