On June 2, 2004, a student of the Tambov Technical University, a citizen of Vietnam, Chin Huang Lam, was beaten up in Tambov. The bodily injuries inflicted on him were assessed as minor bodily harm. As Artem Aristov, an employee of the Department for Combating Terrorism, Political and Religious Extremism at the Department of Internal Affairs of the Tambov Region, later described the incident, "first he asked the guy for money and, without even waiting for an answer, hit the victim in the face."
The attacker Alexander Proskuryakov, a member of the Tambov regional branch of the "People's Patriotic Party of Russia", was detained. In March 2005, the verdict passed on him by the court came into force.
