Is the publication of Novye Izvestia offensive to Muslims?

On October 19, 2004, the website "Islam in Nizhny Novgorod" published a statement in which it accused the newspaper "New News" of inciting religious hatred for publishing an article by Sergei Anisimov "Nizhny Novgorod Muslim women were allowed not to wear a hijab" dated October 14 and the website "Islam.Ru" for commenting on this article.
