On December 6, 2004, a round table was held in the State Duma on issues of Russian national policy and the problems of forming a legislative framework in the field of interethnic relations. Those gathered expressed concern about the high level of xenophobia in society and recognized the existing facts of violation of the rights of national minorities.
First Deputy Speaker of the Lower House of Parliament Lyubov Sliska believes that the creation of a single national community - the Russians - will help smooth out existing contradictions. “We are all, first of all, Russians, we have one Constitution for all.” “We are united by history, territory, roots and ancestors, who were smarter and tried not to lead interethnic relations to conflicts,” the vice-speaker emphasized in her speech.
The relevant committee of the Duma plans to begin developing a federal law on the Russian people. Within the framework of the law, deputies propose to give not only a clear definition of the Russian nation, but also to fix the rights of the Russian people at the level of human rights, and also to include in it a list of all ethnic groups living in the country. Let us recall that some State Duma deputies (mainly from the Rodina bloc) are planning to adopt a law on the Russian people .
Also, the head of the State Duma Committee on Nationalities Affairs, Evgeny Trofimov, believes that “there will be no new edition of the federal law on autonomies and minorities.” However, on the eve of the 60th anniversary of the victory, the State Duma will still make a gesture of goodwill and adopt a resolution on the rehabilitation of all peoples living in Russia.
The deputy also came up with the idea of creating a chamber of nationalities, operating on a voluntary basis, which could represent and protect the interests of representatives of all nationalities, as well as conduct an examination of bills. (Compare with the idea of G. Popov ).
