This idea was approved by the director of the Institute of World History of the Russian Academy of Sciences, Academician Alexander Chubaryan. "It is possible to adopt these legal and ethical norms, a certain code that would oblige everyone who posts information on the Internet to comply with certain general rules," he said.

The clergy refused to support the minister. Archpriest Vsevolod Chaplin, Deputy Chairman of the DECR, noted that the state should pay attention to moral values, and not only to economic problems, then there would be no need for censorship on the Internet: “It is necessary to develop not a system of prohibitions, but a positive ideal, for which it would be worth living and working otherwise we will perish if we have the strongest power in the world and the most expensive oil in the world."

According to Kommersant , representatives of other faiths spoke in the same vein: “Orthodox, Catholics, Muslims, Protestants, Jews took turns telling the state that if it wants to use the media and the Internet to achieve material wealth, then it will inevitably receive lack of spirituality as a load , violence and pornography".
