Alexey Mitrofanov proposes electing the president in the Duma

On April 7, 2005, it became known that LDPR deputy Alexei Mitrofanov took the initiative to elect the president of the country not in general elections, but by the State Duma. In his opinion, in order to be elected to the post of head of state, a candidate must gain 300 votes, that is, enlist the support of two-thirds of the deputies. Substantiating his initiative, Mitrofanov points to the financial costs required to hold popular elections.

Mitrofanov believes that it is possible to postpone the election of the president by the State Duma for 4-8 years, that is, until the time when the party system is strengthened in Russia - during this time at least one election to the State Duma will be held on party lists.

Mitrofanov's package of proposals was considered by the Duma Committee on Constitutional Legislation. It was decided to finalize Mitrofanov's bill. According to the committee, in its current form, this project does not comply with regulatory standards.
