Has the Ministry of Internal Affairs long ago developed plans to suppress mass protests?

On May 18, 2005, Lyudmila Alekseeva, Chairman of the Moscow Helsinki Group, and Lev Ponomarev, Executive Director of the All-Russian Movement "For Human Rights", appealed to Vladimir Lukin, Commissioner for Human Rights in Russia, in connection with the existence in the system of the Russian Ministry of Internal Affairs of illegally classified acts of the Ministry of Internal Affairs, giving the right to create illegal filtration points, and even shoot unauthorized protests.

On May 19, 2005, members of the "Common Action" Initiative Group issued a statement about the existence of closed departmental documents that provide for restrictions on the constitutional rights and freedoms of citizens.

In the course of the investigation into the circumstances of the “cleansing” in Blagoveshchensk , documents became public that unequivocally testify that for several years now there have been secret acts in the system of the Ministry of Internal Affairs that authorize the illegal internment of citizens in filtration points not provided for by any law, as well as under the pretext of suppressing riots, killings without trial and investigation, the statement said. The document draws attention to the fact that "these acts were prepared even before all the" color revolutions "in the CIS, so they cannot be explained by the psychological shock of the authorities in the face of mass unrest" .

The statement contains the numbers of documents and the wording of normative departmental acts "for official use", in strict accordance with which the police in Blagoveshchensk acted. "The "cleansing" carried out in this city , - human rights activists say, - thus turned out to be not an "excess of the performer" - the state demonstrated the language in which it intends to speak with the people in the future" .

The human rights activists who signed the statement demanded that the Minister of Internal Affairs Rashid Nurgaliyev immediately provide the Commissioner for Human Rights with all closed departmental regulatory documents providing for restrictions on the constitutional rights and freedoms of citizens, and from the Prosecutor General of the Russian Federation Vladimir Ustinov - to immediately demand such documents for verification and initiate an investigation.
