On June 7, 2005, the Omsk Committee for Human Rights held a picket to protest against layoffs at defense complex enterprises and delays in wages, timed to coincide with the opening of an arms exhibition in the city. Ten minutes after the start of the action, its organizers were arrested and taken to the district police station. The reason for the arrest was that the notice of the picket was sent by mail, and not personally brought to the office of the Administration of the city of Omsk - and on this basis the picket was considered unsanctioned.
