On June 29, 2005, Vladimir Pligin, chairman of the Committee on Constitutional Legislation of the State Duma of the Russian Federation, announced that he intended to submit to a separate vote an amendment regarding early presidential elections, which was called in the media "a loophole for the third term" of Vladimir Putin, and propose to reject it . On the same day, during the second reading of the amendments to the electoral legislation, the State Duma deputies rejected the amendment, citing legal inaccuracies.
