On July 18, 2005, the author of the appeal to the Prosecutor General’s Office of the Russian Federation demanding a ban on Jewish religious organizations, Mikhail Nazarov, filed a statement with the Basmanny Court of Moscow in which he asks to oblige the prosecutor’s office to initiate a criminal case against Jewish leaders, whom he calls “the propagators of the morality of the Shulchan Arukh.”
After the previous inspection, the prosecutor's office has already refused to initiate a criminal case against both the publishers of the Jewish religious book "Shulchan Aruch" and those who demanded this inspection, accusing Jewish religious organizations of extremism.
M. Nazarov does not agree with the decision of the prosecutor’s office, which did not find “intent” to incite national and religious hatred in the actions of the publishers of “Shulchan Aruch”, and insists on conducting an additional check of the publishers and the text of the book, arguing that a number of circumstances indicate the presence of such intent , in particular, the preface by Rabbi Kogan to the Russian translation of the book, in which, according to Nazarov, medieval Jewish laws are recommended for implementation by modern Jews. M. Nazarov insists on checking the full text of the book, in Hebrew, emphasizing that it is in this form that it is studied in Jewish schools - yeshivas.
“The investigation into this case was carried out under the personal supervision of the prosecutor general, and we pay tribute to his understandable desire to reconcile the conflicting parties without taking criminal measures,” Mikhail Nazarov writes in a new statement. According to him, the authors of the letter “would be ready for such a reconciliation if the Jewish side took specific reciprocal steps towards this based on compliance with the current legislation of the Russian Federation.” “Concrete steps” mean a refusal to teach “Shulchan Aruch” in Jewish educational institutions and the voluntary departure of “bearers of this morality” from influential positions in government structures and in the media.
The statement also demands to interrogate as witnesses the leaders of the most influential Jewish organizations in Russia, which Nazarov considers “extremist” - Berl Lazar (FEOR), Adolf Shaevich, Zinovy Kogan (KEROOR), Vladimir Slutsker (REC).
In addition, the applicant demands that the “Hasidic version” be checked
murders of five Krasnoyarsk children.
According to Mikhail Nazarov, the collection of signatures under the demand to ban Jewish organizations continued in parallel. Nazarov said that 15 thousand such signatures have already been collected.
