The Krasnodar “tolerance program” does not stand up to criticism

In June 2005, the Novorossiysk Committee for Human Rights received the text of an expert opinion on the "Target Program for the Harmonization of Interethnic Relations and the Development of National Cultures in the Krasnodar Territory for 2005" (the text of the program is available on our website in Word format), prepared by the Department of Social and Economic and political problems of the southern regions of the Southern Scientific Center of the Russian Academy of Sciences.

Among the experts - Doctor of Philosophy, Head of the Department of Socio-Political Problems of the Caucasus SSC RAS ​​V.Avksentiev , Doctor of Geography, Head of the Laboratory of Demographic and Migration Processes prof. V.Belozerov, Doctor of Philosophical Sciences, Head of the Laboratory of Political and Ideological Studies of the SSC RAS ​​S.Ivanova , Doctor of Political Sciences, Professor, Head of the Sector of Geopolitics and Information Analysis of the RAS SSC juridical sciences L. Batiev , acting head of the laboratory of ethno-social research, Ph.D. sociological sciences T. Tarasova and other employees of the department.

In their opinion, for all the importance of the document, it is devoid of specifics and can only be considered as a first approximation to the topic. The current demographic situation in the region is such that migration does not cover the natural population decline, and therefore, a competent and truly targeted program and migration policy are needed.

Meanwhile, the program not only does not meet this requirement, but some of its provisions can cause nothing but bewilderment.

Experts note that although "in general, there are no provisions in the Program that contradict the Constitution of the Russian Federation and its migration policy, there is no sufficient legal framework, which must be taken into account when developing" . For example, in the "Program" there is not even a mention of "On a unified list of indigenous peoples" (approved by Decree of the Government of the Russian Federation, March 24, 2000 No. 255), the picture of the ethno-demographic situation in the region is not built on numbers and a scientific analysis of the situation, but on emotions. As a result, among the peoples that, according to the logic of the authors of the program, can influence the ethno-demographic situation in the region, in particular, Hemshil Armenians are named, the number of which, according to experts, ranges from 600 to 1000 people.

The expert opinion notes the duality of the program: general calls for harmonization are interspersed with statements that can be interpreted as xenophobic; the content of the "Program" contains practically no deep theoretical foundations and approaches, including those related to the theory of ethnos. The authors use concepts and terms that are inherent in official documents, but not in scientific research, etc.

"The main drawback of the Program ," the authors of the expert opinion sum up, is the lack of serious scientific support, which is unacceptable for such a delicate area as ethnopolitics. lawyers, conflictologists and representatives of other humanitarian specialties)" .
