On August 25, 2005, a security guard at the building where the editorial office of the Orlovskaya Pravda newspaper and the city's Union of Journalists are located refused to let Yury Lebedkin, editor-in-chief of the Gorod Orel newspaper, refer to a "black list" "launched" by the chairman of the Committee for Relations with public and public organizations of the Regional Council of People's Deputies by Alexander Tikhonov, who is also the editor-in-chief of Orlovskaya Pravda. Y. Lebedkin could not enter the premises under the responsibility of Galina Petrova, secretary of the branch of the Union of Journalists.
Y. Lebedkin is a former employee of Orlovskaya Pravda, a member of the non-profit partnership Orlovskaya Pravda, a deputy of the Oryol City Council of People's Deputies, a member of the regional human rights commission. The newspaper Gorod Oryol, under his leadership, has repeatedly published critical publications against the regional authorities, which are the founders of Orlovskaya Pravda.
Lebedkin appealed to the leadership of the Oryol branch of the Union of Journalists with a request to check the validity of restrictions on the “penetration” of a journalist there, and also sent a similar appeal to the leadership of the Orlovskaya Pravda non-profit partnership.
On August 27, 2005, the board of the Oryol Regional Public Organization "Civil Control" issued a statement demanding an investigation into the incident.
