On October 26, 2005, deputies of the Moscow City Duma rejected a draft amendment to the Electoral Code of Moscow, which, in particular, provided for lowering the barrier for parties and associations to pass from 10 to 7 percent and returning the column "against all" to the ballots.
Most of the deputies spoke out against the bill, calling it "untimely" on the eve of the elections to the Moscow City Duma scheduled for December 4, 2005.
