Sociologist Alexander Tarasov, using the example of Naberezhnye Chelny (Tatarstan), presented a real positive experience of public opposition to skinheads. He also drew the attention of those present to the fact that the excessive enthusiasm for patriotic rhetoric on the part of the authorities provokes the growth of xenophobic sentiments in Russian society.
An employee of the Research Institute of the Prosecutor General's Office, Mikhail Kroz, spoke about the difficulties of psycho-linguistic examination of texts that promote hatred, about the existing methodology for such an examination, developed by the Research Institute of the Prosecutor General's Office several years ago.
Director of the SOVA Center Alexander Verkhovsky began by discussing the degree of justification for the persecution of Hizb ut-Tahrir activists.
He then spoke about the application of the 2002 law "On Counteracting Extremist Activities." Due to the amorphous definitions, internal inconsistency and excessive rigidity, the actual application of this law is close to zero, and the persecution of national radicals, which has been carried out for the past three years, was carried out according to other legislative acts that existed before.
