On November 12, 2005, in the South-Eastern Administrative District of Moscow, on behalf of the All-Russian Institute of Public Opinion (VTsIOM, a state-owned organization), a telephone survey was conducted on the awareness of citizens regarding the elections to the Moscow City Duma, which in fact was a campaign for a candidate for the Duma from party "United Russia".
The interviewer asked if the respondent knew that elections would be held in Moscow on December 4, 2005, asked whether the respondent would go to them, and then named the name of a specific United Russia candidate (indicating his party affiliation).
