Another warning from Rosokhrankultura

In September 2005, the Kuban department of Rosokhrankultura issued a warning to the editors of the newspaper "Zakubanye" (an organ of the OPO "Union of Slavs of Adygea") for publishing in the 11th issue of the newspaper an article by the editor-in-chief and, concurrently, a deputy of the State Council of the Republic of Adygea Vladimir Karataev "On the situation in Adygea and unification with the Krasnodar Territory".

The article was considered in connection with an appeal to the republican prosecutor's office by the head of the Administration of the President of Adygea, Taliya Beretar, who demanded that this article be checked for compliance with Art. 13 and 29 of the Constitution of the Russian Federation, Art. 9 of the Constitution of the Republic of Adygea and the provisions of the laws "On counteracting extremist activity" and "On public associations".

The prosecutor's office handed over the material to the Kuban department of Rosokhrankultura, which on September 7, 2005 turned to V. Karataev for explanations, and soon after that issued a warning to the editorial office of the newspaper, because it considered that the author uses the "right-wing totalitarianism approach" in his journalism, and that , " the article, in essence, is nationalistic, propagating xenophobia, hostility and distrust of some nationalities to others, which can lead to ethnic contradictions and lead to destabilization of the situation" .

The newspaper has already received warnings for inciting ethnic hatred from the Regional Office for Registration and Control of Compliance with Russian Legislation on Mass Media in the Republic of Adygea. Two of them, for example, were passed in 1999. Then the newspaper, with the help of Dmitry Rogozin (then deputy chairman of the State Duma Committee on Nationalities), tried to challenge them in the Judicial Chamber for Information Disputes. In one case, she succeeded (warning of 19 July). However, the warning of May 17, 1999 was recognized by the Trial Chamber as legitimate, since the experts agreed with the opinion of the supervisory authority that a whole series of newspaper publications "contains statements capable of provoking and inciting social and national intolerance" .

The publication received other warnings already in the 2000s, but we do not know whether they are related to inciting national hatred.

The newspaper did not announce its intention to challenge the current warning.
