On November 22, 2005, during a regular meeting of the government of St. Petersburg, the program "On the Education of Youth Patriotism for 2006-2010" was adopted.
The program provides for measures to improve the patriotic education of citizens, the formation of its legal framework, the development of scientific and methodological foundations for the education of patriotism, as well as measures to coordinate the activities of public associations.
During the discussion of the program, the governor of St. Petersburg Valentina Matvienko addressed the head of the committee on youth policy and interaction with public organizations of the city administration, Sergei Grishin, with a request to pay special attention to difficult teenagers in the implementation of the program. "Difficult teenagers, disadvantaged youth, representatives of various groups - skinheads, neo-fascists - require a particularly subtle and delicate approach ," V. Matvienko noted.
