On November 24, 2005, President Vladimir Putin met with Ella Pamfilova, Chairwoman of the Council under the President of the Russian Federation for the Promotion of Civil Society Institutions and Human Rights.
"I've come to you for protection ," said Ella Pamfilova, addressing the president. She expressed concern about the adoption by the State Duma in the first reading of amendments to the law on public associations and non-profit organizations. According to her, the adopted amendments provide for tougher control over the activities of non-profit organizations.
Financing of political activity in Russia from abroad should be in the field of view of the state, V. Putin said in response. "Especially if this funding from abroad is carried out through the state channels of other countries, and certain organizations operating in our country, engaged in political activities, are essentially used as an instrument of foreign policy of other states," the president stressed .
“At the same time, when resolving issues of this kind, civil society institutions in Russia should not suffer. I absolutely agree with this and promise to talk to the leadership of the State Duma on this matter. We will consult with them and discuss this situation,” V. Putin said .
