The Federal Service for Supervision of Health and Social Development (Roszdravnadzor) has applied to the Federal Scientific Center for Traditional Methods of Diagnosis and Treatment of the Ministry of Health and Social Development with a request to develop criteria for voluntary certification of citizens involved in healing. Those who voluntarily register as private entrepreneurs and pass a paid basic medical course and pass an exam will be entered by the Ministry of Health in a national register. The rest will be considered illegal.
Until now, the activities of healers were regulated by Art. 57 of the Law "On the Health of Citizens", according to which the right to practice traditional medicine is granted to citizens who have a diploma of a healer. Diplomas should be issued by the executive authorities of the constituent entities of the Russian Federation. However, the law lacks clear language defining who can be qualified as a healer.
Earlier, the law on healers was proposed to be adopted by the Moscow City Duma.
