On February 13, 2006, the leaders of some Russian non-governmental organizations met with the Chairman of the Federation Council, Sergei Mironov, in the Federation Council of the Russian Federation.
During the meeting, S. Mironov suggested creating a council of non-governmental organizations under the Federation Council. According to the speaker, representatives of NGOs could be engaged in "monitoring the law enforcement practice of the current legislation, including the law on non-governmental organizations" .
According to the Chairman of the Federation Council, civil society institutions should interact with the state and the state should be open to such interaction. He did not agree with the criticism of the law on NGOs, stressing that the state is obliged to know where and what the funds that come to the accounts of NGOs from abroad are spent on. At the same time, Mironov noted the benefits from the activities of NGOs and said that the income from their activities gives as a percentage "an amount that approaches one percent of GDP" .
