On February 16, 2006, a group of activists from the Vanguard of the Red Youth broke into the premises of a housing and communal services enterprise in Moscow and began to scatter leaflets there demanding to stop the rise in prices for housing and communal services. 13 people were arrested and taken to the Kitai-Gorod police station.
A criminal case was initiated against the detainees under Part 2 of Art. 213 of the Criminal Code of Russia ("hooliganism").
