New trial of Mansur Shangareev

In the Narimanovskiy District Court of Astrakhan, the trial, the second in a row, of Mansur Shangareev has been going on since January. This time he is charged under Art. 282 of the Criminal Code of the Russian Federation - "Inciting hatred or enmity, as well as humiliation of human dignity" (the criminal case was initiated in December 2005).

The first hearings took place on January 24, February 2 and 3 (see the February 14 report on Portal-Credo.ru ).

None of the witnesses confirmed the testimony allegedly given by them during the preliminary investigation. At the same time, one of them, Rustam Kinzhaliyev (Kenzhaliev), who has long been in conflict with the Astrakhan Mufti (TsDUM) N. Ilyazov, turned to the Prosecutor General's Office and stated that he was pressured, and the protocol of his interrogation was falsified:

“On November 28, at about 11 a.m., Igor Kalinin, an officer of the Organized Crime Control Department of the Internal Affairs Directorate of the Astrakhan region, and another officer of the Organized Crime Control Department, whose last name is unknown to me, arrived at my house. They demanded that I get into their car and go to the prosecutor’s office of the Narimanov district of the Astrakhan region for interrogation as a witness. There were three of us in the car. An officer of the Organized Crime Control Department, whose last name is unknown to me, was driving. When we drove onto the highway passing through the steppe, the officers of the Organized Crime Control Department began to exert mental pressure on me. Kalinin said that I could become a defendant from a witness , promised to "close" me if I did not do as I was told. In addition, he reminded me of a man whose name was Marat Gazizov. "This man was in conflict with Mufti Ilyazov, died in a car accident. The same thing can happen to you," Kalinin threatened me. I took this threat as real. I know how objectionable people are dealt with in the Astrakhan region.

When we arrived at the Narimanov prosecutor's office, I was brought to the office of investigator Apykhtin, but he did not interrogate me personally. He was sitting at the computer and typing what the UBOP officers told him. Then Kalinin demanded that I sign the protocol of interrogation without reading it, and at the same time forced me, in addition to the usual phrase: "From my words, it was written down correctly and I read it," to add the words that I gave evidence voluntarily, and I was not mentally and physical pressure.

My testimony was read out to me on February 3, 2006 by the prosecutor of the Narimanov district, Vakhit Lemievich Daudov, at the court session on the charge of Shangareev, where I was summoned as a witness. They turned out to be 90 percent fabricated, because of what was in the protocol, only information about my acquaintance with Shangareev and some minor details were true. Everything else, which subsequently formed the basis of the indictment in the Shangareev case, was invented by the UBOP officers. I didn't say that, and it didn't really happen.

At the trial, I told the truth, refusing to testify that I did not give. At present, I am worried that the threats addressed to me by the members of the Organized Crime Control Department may be implemented."

“I am appealing to the Prosecutor General’s Office,” writes R. Kinzhaliev, “because I don’t believe in the rule of law in our region. Earlier, I repeatedly applied to law enforcement agencies with statements about Ilyazov’s illegal actions, but he was never brought to justice. As a result, I was fired from the post of imam of mosque No. 15, my documentation and seal were taken by force, and Shangareev, an elderly man who had never broken the law, ended up in the dock on trumped-up charges.

I think that only the intervention of the Prosecutor General's Office will be able to stop the flagrant lawlessness in our city."
