"Passports for skinheads" in Tver

Employees of the Department of Internal Affairs of the Central District of Tver draw up "passports of places attractive to groups of minors with a criminogenic orientation" . In particular, militiamen "issue" passports to skinheads. This was stated by Vera Koneva, head of the Central Department of Internal Affairs, at a meeting of the city commission for minors and the protection of their rights, which was held by Alexei Borisov, deputy head of the Tver administration, on March 6, 2006.

In these "passports" law enforcement officers record the traditional meeting places of informal group members, as well as their size and ideological orientation, in order to respond quickly in case of criminal conflicts.

V. Koneva also reported that in the Tsentralny District alone, three groups of antisocial minors are registered with the police. There are eleven of them; . 10 skinheads were recorded in the area.

Commission Chairman Alexei Borisov recommended that similar passports be created in all districts of the city.
