On March 4, 2006, a rally was held in Tuapse against the housing and communal services reform. The organizers were denied permission to hold a rally on October Revolution Square. In return, the head of the city administration, Gennady Prilutsky, offered the dance floor of the city park, fenced with a high iron grate, as a venue for the action.
As a result, the protest rally was held behind bars, to which several police cars, OMON, as well as a number of FSB officers were pulled together.
