Warning to the newspaper "Duel"

In March 2006, the Federal Service for Supervision of Compliance with Legislation in the Sphere of Mass Communications and the Protection of Cultural Heritage (Rosokhrankultura) issued a warning to the Duel newspaper for publishing extremist materials.

The reason for the warning was the publication in the eighth issue of the newspaper for 2006 (dated February 21, 2006) of the article "You chose - you judge", which proposes to create some kind of "People's Will Army" (AVN), and proposes a bill providing for violence against high-ranking government officials (including the President of Russia).

At the same time, on March 23, 2006, the Investigative Service of the Federal Security Service of Russia for Moscow and the Moscow Region, represented by senior investigator S. Goliev, refused to open a criminal case on the fact of this publication (the Moscow Anti-Fascist Center (March 13, 2006) and MBHR (March 16, 2006) filed such statements of the year)). An interesting reason for the refusal: an examination conducted at the Institute of Sociology of the Russian Academy of Sciences concluded that "the information presented in the text of the article is made in the spirit of a newspaper that has a purposeful attitude to communicate with a certain type of audience ... [highlighted by us - ed. ] The manipulative techniques used could hypothetically increase the number of members of society opposed to the authorities, induce destructive emotions in them, and divide society. of this article by one of the target audience groups - students, this material is unlikely to cause any significant detonation in modern Russian society" .
