On May 24, 2006, the deputies of the Legislative Chamber of the Republic of Tyva adopted an Appeal to Russian President Vladimir Putin in connection with the growing number of crimes committed on the basis of national hatred.
"The deputies of the Legislative Chamber condemn the increasing cases of crimes committed on the basis of ethnic hostility. With our Appeal, we express the opinion of the inhabitants of the republic. In the current situation, our children are deprived of the opportunity to study in prestigious educational institutions outside the republic because of fear of being subjected to violence, bullying or being brutally murdered " , - noted in the Appeal.
In order to resolve the "national question", the deputies consider it necessary to "toughen the articles of the Criminal Code of the Russian Federation, which provide for punishment for incitement of ethnic hatred and propaganda of fascism in all manifestations, for the dissemination of fascist symbols and literature" , as well as "immediately develop and adopt the Concept of the National Policy of Russia, with the creation bodies responsible for its implementation .
Recall that since the beginning of 2006, there have been several attacks by skinheads on Tuvan students in different cities of the Russian Federation, in particular, cases were recorded in St. Petersburg and Tomsk in the spring .
