From June 5 to June 7, 2006, a number of seminars on the activities of youth informal associations were held in the Samara region, in which specialists and heads of institutions in the field of youth policy, education and culture took part. Representatives of power structures, in particular the FSB, spoke to the participants of the seminars and presented a "black list" of organizations that have a destructive effect on a person's personality. "They cultivate pro-Western prototypes in a person, repatriotize young people and thereby damage the state and the socio-economic function of a particular person ," the FSB experts believe.
Naturally, Muslim organizations are also "harmful", all striving to seize power and establish an " "independent Muslim republic judged according to the laws of the Islamic Caliphate .
Representatives of law enforcement agencies also exposed Western NGOs that "screen the masses of young people ... to identify the most capable children and adolescents. By providing them with decent education and the opportunity to use their abilities, abroad or locally, Western organizations, thereby, nurture agents of influence, which will work according to someone else's rules and act in their interests .
The "siloviki" who spoke also said that all "destructive" organizations (including the NBP) exist at the expense of foreign sources of funding.
