The leadership of the Russian Orthodox Church refused to accept the actual church document on human rights and did so on behalf of the World Russian People's Council.

The Council Declaration follows in line with the previous speeches of Met. Cyril, but it also has differences - it speaks on behalf of "Russian civilization", and not Orthodoxy, and it does not correlate human rights and religious values, but simply cancels the former in favor of the latter.
