On August 24, 2006, the prosecutor's office of Bashkiria again brought charges against the editor of the Ufa newspaper "Provincial News" Viktor Shmakov under Art. 212, Part 3 of the Criminal Code of the Russian Federation (“calls for active disobedience to the legal demands of government officials and for mass riots”) and Art. 280, part 2 of the Criminal Code of the Russian Federation ("public calls for extremist activities using the media").
The editor of Provincial News became the first journalist in Russia to be subject to the new toughened law “On Combating Extremism,” amendments to which were adopted at the end of July 2006.
