Representatives of the Kaliningrad public sent an appeal to the governor of the Kaliningrad region G. Boos regarding the use of the "Health Resources" program of the "Kholis" center in a number of schools in the region. During 2005, 75 teachers from 18 schools of the region were trained under this program. This program, according to the authors of the appeal, contributes to the "sexualization of the consciousness of children and their drug addiction."
The text also states that “at the same time, the regional Ministry of Health, through the efforts of the local branch of the Russian Family Planning Association (RAPS), together with the Swedish Association for Sex Education (SHASO) and the regional Ministry of Education, began to implement a two-year project of mass training of teachers in sexuality education programs for the subsequent “education” of entrusted them children."
Members of the public are asking the Governor to prevent the use of these programs in schools and "take appropriate action against the perpetrators" of their appearance.
