The prosecutor's office of the Saratov region, at the request of Vice-Governor Alexander Babichev, conducted an audit on two publications of the newspaper "Saratovsky View" - "Offshore for Criminals" and "Offshore for Criminals-2" for the presence of a crime under Art. 282 of the Criminal Code of the Russian Federation (incitement of national hatred).
The initiation of a criminal case was denied due to the absence of corpus delicti in the actions of the editorial office, provided for by the specified article of the Criminal Code.
At the same time, when checking the publications, violations of the norms of the Constitution and the Law "On Mass Media" were revealed. According to the conclusions of the linguistic expertise, the articles, although they do not contain calls for active action, can "contribute to incitement of national hatred and enmity, since their content undermines trust and respect for a certain group of the population identified on the basis of nationality - representatives of the Caucasian nationalities." region" .
On October 18, based on the results of the inspection and examination, V.V. Rogozhin, the editor-in-chief of the Saratovskiy Vzglyad newspaper, was presented with a request to “take measures to eliminate and prevent future violations, consider the submission with the participation of the editorial staff in order to exclude the use of wordings in publications, which may lead to the incitement of interethnic enmity and hatred .
