On January 22, 2007, representatives of the opposition youth movement "We" appealed to the Moscow prosecutor's office with a demand to initiate a criminal case under paragraph "c" of Part 2 of Art. 282 of the Criminal Code of the Russian Federation (incitement of national hatred committed by an organized group) against activists of the youth movement "Mestnye".
The reason for the appeal was the actions of young people from the Moscow region from the "Local" movement near the embassies of several neighboring countries (Azerbaijan, China and Tajikistan), during which the "locals" demanded that the embassies pay for the deportation of illegal migrants from Russia from their countries.
It should be noted that the action of "locals" at the embassies is much more difficult to regard as nationalistic than the action in the markets , which for some reason was not used by representatives of the "We" movement as a pretext for accusation of "inciting national hatred."
