That is, they tried to explain to citizens in the very least: what would not have been included and what now, according to the project, is included. And almost everything turned out to be included, but not very complete. The ear was captured that the subventions for the execution of the municipality of government officials had grown that the main sources of their own income are tax on individuals (though with a decrease in the rate of expulsion to the city budget) and a single tax on imputed income. The lulling sounded a “double increase” of funding for the improvement of courtyards, an increase in the cost of overhaul of housing. Traffic lights were already installed in the minds of those who listened to citizens, the Oryol-3 cemetery expanded (that joy, of course), equipment was purchased for a bath and laundry plant. The hospice (not fitting last year), preschool departments at schools and even from year to year under the threat of the disappearance of the medical unit! We repeat: by some miracle, everything was "turned on." And Tamara Gennadievna confidently walked to her first “five”, but then the “minus” was completely unexpectedly earned. I made a reservation! I intended to complete the report reassuringly sounding: “The 2007 budget retains a social orientation”, and it escaped: “... retains social tension.” The shadow of 2006 was on the Civil Code, but when correcting the reservation, it immediately scattered. The head of the city education department, Nadezhda Mikhnenka, in her speech masterfully observed the balance between optimism and caution. The art of intonation helped her in many ways. For example, it was enough to say with a mild threat in the voice: “I can’t say about the tendency to improve the industry’s financing” so that the listener mixes and, only understanding the numerous “not”, I realized that Nadezhda Viktorovna does not curse and does not complain. Moreover, if not an improvement, so an increase in financing is indeed there: plus 138 million rubles compared to the last “mourning” year.
The standard for one student is increased from 6 thousand 601 rubles to 8 thousand 885 rubles! People regularly pay taxes, they want to have something from this, ”the chairman made it clear that the people, in general, ask for their own. Moreover, he assured that residents themselves are ready to financially participate in solving their problems, but they need help! By the way, not only for storm sewers. With garbage collection from those territories for which "no one is responsible." “There is no Soviet power, no one to turn to! There was no sense in the deputy, ”the speaker complained.

Но тяжелее всего было слушать председателя городского совета ветеранов войны и труда Сергея Михайловича Павлова. «Интересное у нас совещание, - задумчиво заметил он. Но решил долго вокруг не ходить, раз надо попросить – значит, надо: - У нас в Пскове ветеранов – треть населения. Мы знаем о том, что есть указание не финансировать общественные организации. А мы самая большая общественная организация. Мы просим-то копейки… Чтобы нам их оставили. Мы председателям советов ветеранов в микрорайонах платим 400 рублей. Они на эти деньги дважды в месяц к нам ездят в совет. Или еще цветок купить на похороны, открытку на юбилеи. Юбилеи у нас сейчас – 80-90 лет… 1200 участников войны в Пскове осталось, половина лежат дома. Они своё сделали. Когда следующая Дума будет проводить слушания по бюджету, ветеранов будет еще меньше. ПОЖАЛУЙСТА, ПОСМОТРИТЕ ЕЩЕ, НЕ ЗАБУДЬТЕ».
Красавица с золотой косой – председатель студенческого профкома Псковского педуниверситета – Елена Романова просила «посмотреть» денег на медпункты в университете и Псковском политехе. В январе на имя ректоров пришло уведомление от главврачей первой и третьей поликлиник о сокращении штатов и закрытии медпунтков. «Около 10 тысяч студентов вынуждены будут ходить в городские поликлиники. И также сдержанно, чтобы не перехвалить, резюмировал: «Бюджет в этом году не хуже, а немножко лучше, чем в 2006-м. Предусмотрены все минимально необходимые расходы». Посетовал, что тяжело сдерживать рост тарифов на коммуналку для населения и критикуют за это городскую администрацию, но… Надо сдерживать, ради людей, которым ведь всего не объяснишь. Еще раз помянул, что ему всё равно, какой бюджет: дефицитный или бездефицитный. Этот получился дефицитный – ну и что. В конце концов, дефицит позволяет привлекать средства для развития. Here. Выступавший перед ним народ мэр заверил, что все озвученные вопросы держит на личном контроле и будет работать над решением. По медпунктам точно обещал посмотреть, жаль, студенты уже не слышали.
