In St. Petersburg, the editor of a newspaper that published an article by a member of the NBP was fined for violating the law on rallies and processions.

On April 15, 2007, the leader of the St. Petersburg branch of the NBP Andrei Dmitriev was fined by the world court on charges under Art. 20.28 of the Code of Administrative Offenses (organization of the activities of a public or religious association, in respect of which a decision was made to suspend its activities) for publishing an article in the propaganda newspaper "March of Dissent".

Olga Kurnosova, responsible for the issue of this issue, was fined 1,000 rubles by the decision of the same court in accordance with Art. 20.2 of the Code of Administrative Offenses (violation of the established procedure for organizing or holding a meeting, rally, demonstration, procession or picketing). The court saw a violation in the fact that she involved in the "March of Dissent" a member of the NBP, whose activities were suspended by the decision of the Moscow prosecutor's office.

It should be noted that it was specifically about the publication in the newspaper, and not about the rally itself. In the article of the Code of Administrative Offenses accused by O. Kurnosova, publications are not mentioned as a violation of the procedure for organizing rallies and marches.

O. Kurnosova appealed to the European Court of Human Rights.

On September 7, 2007 Olga Tseytlina, O.Kurnosova's lawyer, received a notification that the Strasbourg Court recognized the complaint as admissible and accepted it for consideration.
