Young people pasting up portraits of Hitler detained in Kaliningrad

On April 20, 2007, in Kaliningrad, police officers detained two 23-year-old young men dressed in camouflage suits while sticking leaflets with a portrait of Hitler on the fence of the Baltika stadium.

The detainees - Georgy Yerkhan, an unemployed person who came from the Penza region and a resident of Kaliningrad, Nikolai Mikheev, who works in one of the commercial structures - claim that an unknown man gave them leaflets and asked them to paste them for 200 rubles.

On the same day, the justice of the peace issued a decision to impose an administrative penalty on the detainees in the form of 5 days of arrest, in accordance with Article 20.3 of the Code of Administrative Offenses of the Russian Federation (propaganda and public demonstration of Nazi paraphernalia or symbols).

Initially, it was reported that a criminal case was opened on the fact of posting fascist leaflets under Art. 282 of the Criminal Code of the Russian Federation ("incitement of national, racial or religious hatred"). However, later it became known that the prosecutor's office refused to prosecute the detainees.
