Lawyers of the interregional human rights association "Agora" appealed to the prosecutor's office of the Stavropol Territory with a demand to initiate a criminal case under paragraphs. "a", "b" part 2 of Art. 282 of the Criminal Code of the Russian Federation (incitement of national hatred with the threat of violence by a person using his official position) against the ataman of the Stavropol Cossack district of the Terek Cossack army Mikhail Serkov.
The statement of the human rights activists states that at the end of April 2007, M. Serkov's anti-Estonian statements were circulated in the media, in which, in particular, it was stated that "the Cossacks will carry out actions to identify Estonians on the territory of the Stavropol Territory and create the most unfavorable conditions for their stay in Russia and their conduct of business or other activities .
The ataman's statement was made in connection with the dismantling of the monument to the Soviet Liberator Soldier in Tallinn.
