A. Borodina complains about the “intolerant, provocative activities of the leaders of the Ministry of Education and Science” who are preventing the widespread implementation of the defense industry course. Borodin was outraged by the fact of budgetary funding for the development of the textbook “History of World Religions.” With reference to “public opinion,” the author of the letter claims that this course “represents a violent change in the mentality of the people, organized through the means of state education, and an aggressive form of struggle against the democratic foundations of the state and education, and is also a provocation of national-confessional conflicts.”

"1. Introduce A. V. Borodina’s historical and cultural program “History of Religious Culture” into the federal component. <...>
Take under personal control the implementation of the social order for the study of the course “Fundamentals of Orthodox Culture” within the framework of A.V. Borodina’s program “History of Religious Culture” and the creation of conditions to ensure the quality of education in this program (training, assistance in the publication and distribution of manuals).
At the same time, an important democratic act would be to grant regions the right to develop regional local history courses at their request, in accordance with the regional social (national-confessional) order (not instead of a single program “History of Religious Culture”, including “Fundamentals of Orthodox Culture”, but in addition and expansion of the all-Russian federal course!)".
