a comprehensive socio-humanitarian study of the materials of case No. 9436 initiated under Part 1 of Article 282 of the Criminal Code of the Russian Federation in relation to Rumyantsev A.N. Decree on the appointment of a socio-humanitarian comprehensive examination of March 16, 2006.
For the study, protocols dated 01/11/2006 and 03/07/2006 from the place of inspection of the incident with photo tables were provided
The researchers were asked the following questions:
(1) Do the submitted inscriptions contain public statements aimed at inciting national, racial and religious hatred?
(2) Is there any reason to assert that these inscriptions, by their content, humiliate the national dignity of representatives of any nationality, if so, in what way?
(3) What is the content and direction of the inscriptions, do they contain elements of propaganda of anti-Semitism, nationalism, chauvinism?
(4) Did the inscriptions presented use special language means to purposefully convey offensive characteristics, negative assessments, negative attitudes and compulsion to act against any nation or race?
(5) What agitation and propaganda function do these inscriptions have?
(6) Do the inscriptions contain Nazi symbols, or symbols that are confusingly similar to Nazi symbols?
(7) Does the inscription contain offensive language containing obscene language?
(8) Do the presented inscriptions contain threats, incitement to violent actions, or statements aimed at undermining trust and respect, inciting feelings of hostility, enmity or neglect towards persons of a certain nationality, race, religion?
II. DESCRIPTIVE PART.
The photographs provided for the study contain inscriptions made in different handwritings, as well as drawings.

Photo No. 1. "Russia!" The word Russia is written using the so-called. Celtic cross used in Nazi Germany. "SKIN HEAD". There is also a right-handed swastika, as well as another Celtic cross with three not quite legible letters on top.
Photo No. 2. "Russia without shit." "Rap is feces." In the word, this letter O is also framed under the Celtic cross.

III. RESEARCH PART: ANALYSIS OF THE CASE MATERIALS.
Material Analysis
Scientific and methodological basis of socio-humanitarian expertise
The proposed socio-humanitarian expertise is theoretically based on discursive analytics in sociology, which makes it possible to comprehensively explore the relationship between language practices and social behavior strategies. This makes it possible to determine the ways in which certain language practices, texts, etc. form beliefs, schemes of action as legitimate or illegitimate (P. Bourdieu, R. Wutnau, T. van Dijk, M. Foucault, M. Mulkey, A. Swindler, S. Ellingson, etc.). It is in this theoretical sense that one should consider ways of describing social reality and ways of problematizing socio-economic problems with the help of ethnic denominations.
The main features characterizing the incitement of national, racial or religious hatred from the point of view of public danger are:
formation of a negative ethnic stereotype, a negative image of the nation, religion;
the transfer of various kinds of negative characteristics and vices of individual representatives to the entire ethnic or religious group;
attributing to all representatives of an ethnic or religious group the desire to follow ancient customs, beliefs, traditions that are negatively evaluated by modern culture;
statements about the natural inferiority and depravity of one nation, religion;
attributing hostile actions and dangerous intentions to one nation, religion in relation to another;
assigning guilt and responsibility for the acts of individual representatives to the entire ethnic, religious group;
statements about the initial hostility of a certain nation towards another; ...
allegations of secret plans, conspiracies of one national or religious group against another;
explanation of disasters and troubles in the past, present, future by the existence and purposeful activities of certain ethnic, religious groups;
incitement to action against any nation, religion;
the requirement to limit the rights and freedoms of citizens or create privileges on a national, religious basis;
threats and incitement to violent acts against persons of a certain nationality or on the basis of religious affiliation.
In this regard, the materials provided were examined for the presence or absence of the above signs.
CONCLUSIONS
Research questions can be answered in the following ways:
(1) Do the submitted inscriptions contain public statements aimed at inciting national, racial and religious hatred?
The study confirms that the inscriptions and drawings submitted for the study contain verbal means expressing negative emotional assessments and negative characteristics, containing ideas of hatred and hostility, degrading a group of people on a national basis. The presented materials contain materials that testify to the incitement of national hatred, both by discrimination against certain ethnic groups (in these texts, these groups are referred to as "khachiks," chumps "), and by a call for the cleansing of Russia in general from all groups, except for Russians" Russia for Russians". (Photo No. 5, 8,12, 16).
(2) Is there any reason to assert that these inscriptions, by their content, humiliate the national dignity of representatives of any nationality, if so, in what way?
Yes, the presented materials humiliate the dignity of a number of ethnic groups, primarily Jews, immigrants from the Caucasus. The main method of humiliation is the call for their forcible deportation, for the "cleansing" of Russia, they are called "garbage", from which "Russia must be cleared." (Photo No. 9, 13).
(3) What is the content and direction of the inscriptions, do they contain elements of propaganda of anti-Semitism, nationalism, chauvinism?
Of course, all the presented inscriptions mainly promote a racist ideology, in which the main place is given to anti-Semitism ("Jewish devils"). Nationalist propaganda is expressed, first of all, in the slogans "Russia for the Russians". The racist ideology is clearly conveyed by the terms "White power" - "white power" and "White Pride" "white honor" borrowed from Western racist ideology (Photos 6, 7, 14, 15, 16). In photo No. 11 "Glory to the Rod, death to the freak!" - obviously, a reference to the pagan justifications for the racist ideology in Russia, when Rod is the progenitor of all Slavs, and freaks are all "not Slavs."
(4) Did the inscriptions presented use special language means to purposefully convey offensive characteristics, negative assessments, negative attitudes and compulsion to act against any nation or race?
Photo No. 5 reproduces text that uses profanity and is directed against persons of non-Russian nationality. It uses the pejorative term: churki;, which in an offensive form refers to all persons belonging to peoples of Asian origin both on the territory of the Russian Federation and abroad.
In photo No. 8, the same pejorative term: chocks; used in an appeal in which profanity is used.
The text in photo No. 16 uses the insulting term: khachiki;, which is used in nationalist and neo-Nazi circles to designate Armenians and (by extension) all people from the Caucasus. Photographs Nos. 3-4 show a text in which Jews are insultingly demonized (called devils). The inscription of photo No. 5 tells about sexual actions in relation to "chocks", which is designated as a symbol of victory for the writers and humiliation for this group.
In photo #9, next to the call: Throw out the trash and make your country cleaner; a figure is depicted throwing into a trash can the symbols of what, according to the author of the inscription and drawing, should be expelled from Russia: in particular, a six-pointed star (a symbolic image of the Jews). Photo No. 13 shows a figure throwing a six-pointed star into the urn, next to the slogan: Be Russian;. In photo number 16, these groups are compared to shit.
(5) What agitation and propaganda function do these inscriptions have?
These inscriptions serve as a kind of message to the indicated ethnic groups about the undesirability of their presence on the territory of the Russian Federation, as well as calls to commit violent acts both in relation to representatives of these groups and in relation to representatives of the anti-fascist movement ("antifa" in these texts). ).
(6) Do the inscriptions contain Nazi symbols, or symbols that are confusingly similar to Nazi symbols?
The study certifies that the submitted materials contain Nazi symbols. In photographs Nos. 1, 7, 8, 10, 14, 15, 16 there are images of the swastika, and in photographs Nos. 8, 10, 16 the swastika replaces the letter :х;. The photographs No. 7-8, 14 show a double rune: sol; - sign of the SS troops in Nazi Germany. Photo No. 7 also shows the rune :odal;, which in Nazi Germany was the sign of the SS units formed from Volksdeutsch, in the same photo one of the inscriptions: :Adolf Hitler;. In addition to purely Nazi symbols, the drawings also contain neo-Nazi symbols. So in photograph No. 9, over the image of a human figure throwing a six-pointed star into the trash, there is the number 88, which designates the Nazi call in neo-Nazi symbols: Heil Hitler; (the letter H, with which both words begin, is the eighth letter in the German alphabet). The photographs No. 1, 5. 6, 7, 10, 13, 14, 15, 16 show the so-called Celtic cross (a combination of a cross and a circle), which is used by the neo-Nazi movement White power (: White Power;), advocating the purity of white races of Christians and the need to unite the white race of Christians in opposition to other races and denominations. In photographs Nos. 1, 2, 5, 10, 15, 16, in the words containing the letter:o;, instead of this letter there is a Celtic cross. In photographs Nos. 6, 13, 15, 16, the Celtic cross is accompanied by Latin S, H, W, P (Nos. 15, 16, 6), which is an abbreviation of the words White power, skeanhead -: White power, skinhead ;. In modern Russian neo-Nazism and neo-paganism, the Celtic cross is used as: Russian swastika;. This sign acquires racist meaning in combination with other forms of Nazi symbols. So in photographs Nos. 1, 7, 15 it is accompanied by the image of a swastika. Photo No. 14 contains the inscription: Kolovrat;, which in Russian neo-Nazism is a synonym for the word: swastika;. The symbolism and some of the inscriptions on the photographs belong to the youth neo-Nazi musical subculture (:White Power Music; or :White Power "Oi!' Music;, :Hate-rock;), which became widespread in the United States in the 1980s and originated from music of skinheads and punks.In Russia, Hate-rock (:hate rock;, :hate music;) is represented, first of all, by the groups :Metal Corrosion; and :Survival Instructions;. Bands playing hate music are those that in their texts they declare racial, national and cultural intransigence and assert the superiority of their race and people over others.This is often accompanied by calls for the extermination of representatives of other races and nationalities.Thus the slogan in photo No. seems to be a modification of the title of one of the group's 2000 albums: Metal Corrosion;: Beat the devils, save Russia; (in turn, a modification of the Black Hundreds slogan: Beat the Jews, save Russia!;).
(7) Does the inscription contain offensive language containing obscene language?
In photo No. 5 and photo No. 4.6, with the help of profanity, sexual acts of a violent nature are described that the authors of the text allegedly committed in relation to "churkas" and to "cops".
(8) Do the presented inscriptions contain threats, incitement to violent actions, or statements aimed at undermining trust and respect, inciting feelings of hostility, enmity or neglect towards persons of a certain nationality, race, religion?
The study certifies that in part of these inscriptions and drawings there are calls for extremist activity. Photographs Nos. 3-4 contain the text: Death to the devil to Jews and other non-Russian parasites; (original spelling), which encourages readers to commit murders of persons on ethnic grounds. Photo No. 8 contains a call (using profanity) to expel all: chocks; (representatives of Asian peoples) from Russia. The text in photograph No. 16 contains calls for the eviction (expulsion) of all Armenians or, more broadly, all immigrants from the Caucasus from the flat territories of Russia (: khachikov to the mountains; and: Russia for Russians;). The same idea is contained in the inscription on photo 3.9 "Suitcase-station-Kavkaz"
In photo No. 11 "Glory to the Rod, death to the freak!" - obviously, a reference to the pagan justifications for the racist ideology in Russia, when Rod is the progenitor of all Slavs, and freaks are all "not Slavs." Thus, the death of a freak is a call for violent action against the entire "non-Slavic" population.
** RESULTING PART: ANSWERS TO INVESTIGATION QUESTIONS.
The main purpose of the considered materials is the formation of prejudice and aggression towards certain groups of the population, primarily Jews and people from the Caucasus and Central Asia, calls for discrimination against representatives of these groups and violence against them.**
