The developers of the draft "Code of the City of Moscow on Administrative Offenses" decided to exclude from the text of the bill the norm contained in Art. 3.8, which provides for administrative liability for "molesting citizens in public places" for the purpose of religious propaganda.
The adoption of this bill by the Moscow City Duma in March 2007 provoked protests from human rights and religious organizations.
On November 22, the Moscow City Duma approved the Moscow Code of Administrative Offenses. It comes into effect on January 1, 2008.
