on the website of the Council of Muftis of Russia A document titled "Information on the state of affairs in local religious organizations of Muslims in the Moscow region" has been published . It was signed by the head of the muhtasibat near Moscow, imam-muhtasib Arslan-khazrat Sadriev. The text provides a list of cities in the Moscow region in which Muslims face certain problems in the construction of mosques.

"As of the current date, there are four objects with the official status of a mosque in the Moscow region, namely: in the cities of Orekhovo-Zuevo, Schelkovo, Zvenigorod and Solnechnogorsk. All of them received land plots and a building permit under the governor A.S. Tyazhlov. Two of them were opened shortly after the start of construction, these are in the cities of Orekhovo-Zuyevo and Schelkovo, the third after a few years met with a sharply negative reaction from the governor Gromov B.V., the last in Solnechnogorsk faced numerous obstacles from the power structures of the region and has not been opened so far.In other regions where there are registered local religious organizations of Muslims, the state of affairs is as follows:
In the city of Noginsk, a plot of land was allocated and the construction of the "Muslim Prayer House" began, the course of which, on the eve of the Muslim holiday Eid al-Fitr, was tried to be suspended at the behest of the governor Gromov B.V.
In the city of Balashikha , no positive response was received to numerous and long-term appeals from the local religious organization of Muslims, and Muslims are forced to conduct their rituals in an adapted room on the first floor of a residential building, where they are regularly attacked.
In the city of Sergiev Posad , as a result of numerous and many years of appeals from the local religious organization of Muslims, no positive response was received either, and Muslims are forced to conduct their rituals in an unfinished private house, which is attacked by extremist citizens. The construction of this facility was stopped due to pressure from the apparatus of the governor of the Moscow Region.
In Kolomna, a land plot is not allocated, and the condition for its allocation is the agreement of this issue with a representative of another confession, in particular, the blessing and conciliatory signature of Metropolitan Yuvenaly of Kolomna and Krutitsa. Muslims are forced to conduct their rituals in private apartments.
In the city of Volokolamsk, the issue of either allocating land for the construction of a mosque or allocating land for a Muslim cemetery is not being resolved.
In the city of Naro-Fominsk, the allocated plot of land for the construction of a mosque was taken away and the scheduled laying of the first stone with the participation of Mufti Sheikh Ravil Gaynutdin was canceled on the orders of Governor Gromov. Muslims are forced to adapt an unfinished private house for their rituals.
In the city of Odintsovo, no positive response was received to the numerous and long-term appeals of the local religious organization of Muslims with a request to allocate land for the construction of a mosque.
In the city of Podolsk, a plot of land allocated for construction was confiscated from a local religious organization of Muslims, but no positive response was received to applications for the allocation of another plot of land. Muslims are forced to conduct their rituals in various rented premises.
In the city of Elektrostal, no land is allocated for the construction of a mosque, and the Muslims of the local religious organization are forced to conduct their rituals in the premises of the local national cultural autonomy of the Tatars, located on the first floor of a residential building in a socially disadvantaged area.
In the city of Yakhroma , no positive response was received to the numerous and long-term appeals of the local religious organization of Muslims with a request to allocate land for the construction of a mosque, and the local authorities refuse to formalize the private house that Muslims have, adapted for ceremonies, even as a building.
In Pushkino, no positive response was received to numerous appeals from the local religious organization of Muslims with a request to allocate land for the construction of a mosque.
In all problematic regions, the heads of local administrations in private conversations refer to the personal position of the governor of the Moscow Region and the unwillingness to go into conflict with him.
