On November 16, 2007, the prosecutor's office of Veliky Novgorod opened a criminal case under Part 1 of Art. 282 of the Criminal Code of the Russian Federation (incitement of national hatred) regarding the posting on the Internet of the file “video provocation.avi” with a link to a Nazi video with a scene of a brutal double murder.
As part of the initiated case, on the same day, a search was carried out in the apartment of the coordinator of the local DPNI Sergei Larionov and the computer system unit was seized. According to the investigation, it was S. Larionov who posted this video and a commentary on it on one of the city forums. However, for now the DPNI coordinator is involved in the case only as a witness.
According to S. Larionov, he posted the video on the forum without the desire to “incite ethnic hatred,” accompanied by a comment about the provocative nature of the video material. “Three months ago, on a local forum, I gave a link to the video and my own commentary on it. By the way, the prosecutor’s office was not interested in my comment. The case was opened not based on statements, but on the content of the video,” he said in an interview with Gazeta.Ru. S. Larionov believes that the initiation of a case 3 months after the video was posted may have more to do with the Russian March , in the organization and conduct of which he participated.
The investigation of the case is being carried out by the investigative department of the Veliky Novgorod prosecutor's office. Initially, the case was initiated by the General Prosecutor's Office of the Russian Federation, and then “lowered” to the city prosecutor’s office.
