The Ministry of Internal Affairs of Russia proposes to create a special center in the structure of Rossvyazokhrankultura for conducting psycholinguistic examinations of sites that post materials of an extremist nature. This was stated on March 12, 2008 by Nikolay Ovchinnikov, State Secretary of the Deputy Head of the Ministry of Internal Affairs of the Russian Federation, speaking at the expanded collegium of Rossvyazokhrankultura in Moscow.
N. Ovchinnikov said that the results of the fight against "materials of a terrorist and extremist nature posted on the Internet" cannot be recognized as successful today.
According to the Ministry of Internal Affairs, in 2007, the activities of 37 Internet resources were suspended in Russia on the grounds of Art. 280 (public calls for extremist activities) and Art. 282 of the Criminal Code of the Russian Federation (and incitement of national hatred or enmity).
"The difficulty in suspending the activities of such sites lies in the need for psycholinguistic examinations ," the deputy minister said.
The Ministry of Internal Affairs believes that a center for conducting psycholinguistic examinations free of charge for state bodies should be created within the structure of Rossvyazokhrankultura.
Note that such activities can only be for official use, because. departmental expertise cannot be submitted to the court.
