In Ufa, a court decision recognizing a magazine and leaflet as extremist materials came into force

On April 8, 2008, the decisions of the Ufa court on recognizing as extremist the magazine "Al-Wai" (for April 2007) and the leaflet "Obligation to unite in order to return the Caliphate" came into force.

Earlier, the prosecutor's office of the Leninsky district of Ufa sent an application to the court for the recognition of these materials as extremist. At the end of March 2008, the applications of the prosecutor's office were granted.

Employees of the prosecutor's office of the Leninsky district of Ufa, in the course of checking compliance with the legislation on countering extremism, found in one of the residents of the city the magazine "Al-Wai" (for April 2007) with materials on the activities of the organization "Hizb-ut-Tahrir al-Islami" (Party of Islamic Liberation), recognized by the decision of the Supreme Court of the Russian Federation in March 2003 as a terrorist organization with a ban on its activities on the territory of the Russian Federation. From another resident of the Leninsky district of Ufa, a leaflet was confiscated "Obligation to unite in order to return the Caliphate."

According to the conducted studies, the Al-Wai magazine can be classified as extremist materials, since its content "is aimed at carrying out extremist activities - inciting religious intolerance and discord, and also substantiates and justifies the need for such activities" . The text of the leaflet "is consistent with the basic concept of the Islamic political movement Hizb-ut-Tahrir" .

In accordance with part 2 of article 13 of the Federal Law "On counteracting extremist activity" : establishing the presence in information materials of the signs provided for in paragraphs. "a-c" part 1 of this article, is carried out by the federal court at the place of discovery and distribution of such materials on the basis of the presentation of the prosecutor; .

Copies of court decisions were sent to the FRS for the Republic of Belarus for inclusion in the lists of extremist literature.
