Senior assistant prosecutor reported on extremist crimes in Kuban

On April 10, 2008, a seminar-conference was held in Krasnodar on the issues of prevention of extremism among the youth. Alexander Ryumin, Senior Assistant to the Regional Prosecutor for Supervision over the Enforcement of Laws on Combating Extremism and Terrorism, speaking at the meeting, said that in the Krasnodar Territory in 2005 one criminal case was opened on the fact of a crime of an extremist nature, in 2006 - 5 such cases, in 2007 - 6, and in the first quarter of 2008 - 2.

At the same time, he specified, 90% of such crimes were committed in Krasnodar, Novorossiysk, Armavir and Sochi.

The Prosecutor General's Office of the Russian Federation is concerned about the involvement of young people in extremist crime. According to a representative of the regional prosecutor's office, "crimes committed by teenagers involved in organized extremist groups and associations pose a threat to the public security of the region" .

"There are a number of representative offices of youth movements and organizations of a destructive nature in the region, such as Russian national unity, the movement against illegal immigration, skinheads, football fans and others," A. Ryumin said. This creates real prerequisites for the implementation on their part of illegal actions against foreigners and persons of non-Slavic appearance.

"The dynamics of the growth of extremist crimes in the region indicates that the activities of state authorities and local self-government, despite the measures taken, are not always effective and do not always lead to the necessary results," Ryumin said .

The senior assistant prosecutor added that the regional prosecutor's office considers it necessary to strengthen measures to ensure the safety of foreigners and persons of non-Slavic appearance.

A. Ryumin named among the negative features of modern extremism "the organization and cohesion of groups, the formation of ideological, analytical and combat structures in them, the strengthening of interregional ties."

Ryumin said that the region's program to counter extremism "does not cover the entire spectrum of problems that arise among the youth." For example, in Beloglinsky, Dinskoy, Kanevsky, Krymsky, Kalininsky, Uspensky and a number of other districts, program measures to counter extremists are not carried out at all. According to Ryumin, a new regional program on the prevention of extremism, developed by the regional department of youth policy for 2008-2010, will help raise the level of combating this type of crime.
