On August 21, 2008, the Stepnovsky District Court of the Stavropol Territory found the head of the Department of Internal Affairs of the Stepnovsky District, Pavel Lagutin, guilty of inciting ethnic hatred using his official position (clause "b" part 2 of Article 282), sentencing him to a year of imprisonment with serving term in the colony settlement.
The reason for initiating the case was an incident that took place in the summer of 2006, when, in front of P. Lagutin, drunken traffic police officers who celebrated their professional holiday at one of the recreation centers beat the person serving this banquet. Lagutin not only did not stop the beating, but also publicly accompanied it with comments that the court regarded as nationalist. For this, Lagutin was convicted.
The verdict has not entered into force yet.
It should be noted that the case against the nationalist policeman was initiated only in May 2007; almost a year after the incident.
