In Nizhny Novgorod, a police officer beat an Azerbaijani citizen

On March 31, 2008, in the Nizhny Novgorod district police department (Nizhny Novgorod), an Azerbaijani citizen, Emil Dadashov, was beaten by a police officer.

E. Dadashov and his acquaintance were detained on the evening of March 31, 2008 by police officers, as they did not have identification documents with them. The young people were taken to the police department of the Nizhegorodsky district, placed in a cell for administrative detainees, without drawing up any documents. The interregional public organization "Committee against Torture" in the Nizhny Novgorod region believes that the police patrol decided to stop two passers-by "precisely because the citizens belonged to" Caucasian nationality " .

Later, an acquaintance of Dadashev was released, because. his relatives brought the necessary documents. After some time, E.Dadashov was approached by two police officers in civilian clothes, who did not introduce themselves and did not show any documents. They asked the detainee for a cigarette, and then, having found out that he did not smoke, "cursing obscenely, unlocked the door of the cell and pushed Dadashov out of it, while one of the policemen used a stun gun" . The same employee began, "obscenely speaking, to mock the pronunciation of Dadashov, scolded the nation and religion to which Dadashov belongs, said that he hated Caucasians" . After that, the policeman struck the Azerbaijani citizen 15 times with a stun gun and "dragged" him to the interrogation room. On the way, a police officer hit Dadashov several times with his head in the face and broke three of his teeth.

After other policemen asked the operative to stop the beatings, Dadashov was returned to the cell. Half an hour later, the police officer on duty released the detainee and ordered him to wash.

On October 25, 2008, E. Dadashev applied to the Investigation Department of the ICIE for the Nizhny Novgorod region. The CPT lawyers established that the fact of the beating was checked by the investigator of the Investigative Department of the Nizhny Novgorod District of Nizhny Novgorod, the Investigative Committee of the Investigative Committee under the Prosecutor's Office of the Russian Federation for the Nizhny Novgorod Region, E. Voevodina. The fact of beating Dadashev was confirmed. However, the initiation of the case was refused, because. the police officer that day was in the police department "not in the exercise of his official powers and his working day had already ended" . It should be noted that the employee was sent by the leadership of the police department on a "long business trip".

The Committee Against Torture plans to continue working on Dadashov's statement and seek punishment for those responsible.

On April 2, 2009, Sergei Biryukov was found guilty under paragraphs "a, b" part 3 of article 286 of the Criminal Code of the Russian Federation (abuse of official powers with the use of violence and special means) and sentenced to three years in prison in a penal colony and to a ban hold public service positions for a period of 2 years. At the end of April 2009, the verdict entered into force.
