The order of the Ministry of Justice "On State Religious Expertise" has been published.

This document approves a new procedure for conducting state religious expertise (and recognizes the procedure established in 1998 as invalid). The document emphasizes that the examination will henceforth have a comprehensive character. In addition, according to the order, "the examination is based on the principles of observance of the right to freedom of conscience and freedom of religion, other rights and freedoms of man and citizen in accordance with the generally recognized principles and norms of international law and in accordance with the Constitution of the Russian Federation, the rights of religious organizations, as well as independence expert, objectivity, comprehensiveness and completeness of research".

The order also approved the regulation on the Expert Council for the State Religious Expertise under the Ministry of Justice. This provision considers the procedure for the formation and organization of the activities of the Council, the powers of the chairman, responsible

Secretary and members of the Council, as well as the procedure for preparing an expert opinion.

Recall that in early March, at a round table meeting on the problems of examination of Muslim literature and a list of extremist materials, the head of the Council of Muftis of Russia, R. Gainutdin, proposed the creation of a Federal Expert Council on Religious Studies. According to his idea, the examination should be carried out in order to prevent an unreasonable ban on religious literature. In the same order, we are talking about the examination carried out during the registration of a religious association. In addition, it is specifically noted that an examination can be carried out after the organization or materials are recognized as extremist.
