In addition, according to the order, "the examination is based on the principles of observance of the right to freedom of conscience and freedom of religion, other rights and freedoms of man and citizen in accordance with the generally recognized principles and norms of international law and in accordance with the Constitution of the Russian Federation, the rights of religious organizations, as well as independence expert, objectivity, comprehensiveness and completeness of research".
The order also approved the regulation on the Expert Council for the State Religious Expertise under the Ministry of Justice. This provision considers the procedure for the formation and organization of the activities of the Council, the powers of the chairman, responsible

Recall that in early March, at a round table meeting on the problems of examination of Muslim literature and a list of extremist materials, the head of the Council of Muftis of Russia, R. Gainutdin, proposed the creation of a Federal Expert Council on Religious Studies. According to his idea, the examination should be carried out in order to prevent an unreasonable ban on religious literature.
