Case under Article 282 in Volgokamsk

On April 1, 2009, the prosecutor's office of the city of Volgokamsk (Perm Territory) opened a criminal case under Art. 282 (inciting hatred) for the distribution of a poem printed in an anonymous leaflet posted around the city.

The prosecutor's office says that the text of the poem, which begins with the words "If your house is dear to you ..." excites ideological hatred and enmity.

The name and authorship of the leaflet is not reported.

Note that inciting hatred on ideological grounds is not criminalized and is not included in Article 282 of the Criminal Code.
